Disable Auto-ROM imports by Default for new builds

Summary:

Please make Auto-ROM imports opt-in instead of enabled by default on new LaunchBox installations.

Proposal:

Disable Auto-ROM -import by default and add an opt-in prompt during setup. Users can still manually import Storefront games later if they choose.
